I don't get it... how do I get iridescent Devout?

I've just had a match were I was more than 100% certain I got at least 9 hooks, I sacrificed all survivors, it didn't say I had any negative points (Like being in proximity to a hooked survivor) and yet I got SILVER at the end SILVER! Would've kinda made sense to get gold, but no I literally got silver for at least 9 hooks and all survivors sacrificed.

    I watched a friend try to get Adept on Deathslinger a day or two ago. She had definitely 9 hooked, and she also got silver quality without negatives. I think something may be wrong with it atm. She did somehow manage to get it in a few extra games, but it required like 11 hooks. Pretty odd.
