Survivor secret offerings not working as intended as well as without

I'm on PC and I have used the offering to make me spawn so far away from the killer by using the Vigo's shroud. It results in me spawning near the killer while my friend who was not using the offering spawned so much further to the killer. Using the Shroud of binding also does not work consistently, we don't spawn together but they're slightly further than me. However, when I don't use any offerings, all 3 of them spawn within my bond range which is 36m. Why is this so? It occurs about 60-70% of the time and this is why I have not bothered using the perks because it's not clear.
