Can someone in BHVR explain the reason we cant mix Cheryl's outfits?

As Cheryl main would like to know at least the reason for us can't mixing her outfits, not talking about legenderys but the other two sets. Is it something to do with Konami or something? and Could that change later?

Most likely. Konami has a reputation for being notoriously picky on how their licenses are used.
