The Mandatory Slot

First of all, english is not my first language, sorry in advance for the grammar and spelling errors, if something is unclear, don't hesitate to tell me.
Apparently the devs comes here. So I have a suggestion to make, but everyone is welcome to add something if it feel needed.
I mainly play survivor, and after 4 years of playing, there is something who still bug me off : each survivor is ranked according to is hardness in being played, but after you unlocked all perks in your character, the survivor in itself and his difficulty became obsolete. He became only a skin at that point. Killer have a different problem, they sometimes don't use at least one their base perks, and it result in a combo of perks that are too hard to face. (Forever Freddy before that patch was so frequent and unfair that it made me stop the game few mounth.)
That is 2 problems that can be solved the same way, what I suggest is simple : On the 4 perks each survivors and killers can add, 1 slot will be reserved to the base perks of the character. What I mean is that 3 slots will be completly free of choice, and last slot can only be chosen by 1 of the 3 of their starter perks. It will give more purposs to play one specific survivor and more fairness against some killers who don't even need to discard their base perks.

I think there was some desire in the past by BHVR to make survivor choice matter more, but I honestly am not a fan, especially as the game gets kinda... weird if everyone ends up forced to run the same few survivors (Meg and Laurie, most likely) to be competitive, as it already becomes really hard to track gamestate with duplicates.
It also would massively devalue the investments into other survivors. Like, a lot of people like ace and invest a lot into him even though they don't use a single one of his perks. Same with Dwight. The survivors have a cultural identity, even if not a mechanical one, and suddenly being forced to run an Ace perk would stink.
The ship has LONG sailed to make survivors anything more than cosmetic. And frankly, it also would hurt BHVR's bottom line if survivors weren't mostly cosmetic.

Some character might be more picked from other, but that is already the case...
Sure, some character might be hurt by that, but that can be the good occasion to buff some perks to make them more useable.
The problem can be seen as buff/nerf question. If limiting one slot is a nerf, the problem can be take diffirently by buffing each survivor not much but significant enough. It can be with one natural skill. Example : Meg has 2% running bonus speed. Or it can be by making the character more skilled with their perks : Nea can recover 10% faster from the exhaustion of Balance Landing than other character.
I don't think it would hurt BHVR that much economically speaking, all new character always bring at least one useful perk, and BHVR have showed that they care about balancing their game.

Survivors being the same is good imo. This let’s people choose their main based on the character and not the perks. I wouldn’t main either Jeff or Jane if it was based on perks

My idea is that upon Prestiging a survivor, you get a small chance of getting a Tier 4 of their personal perks, and this chance increases by Prestige level.
The first slot is able to accommodate these Tier 4 perks, but if they're placed in the other three slots they revert to the standard Tier 3 version.

This is a terrible idea. Imaging having Ash P3 Level 50, but having to use Mettle of Man, Flip Flop or Buckle Up. You'd never see another Pig. No more snoot to boop. Seriously, her perks are garbage. The only slightly viable perk would be Make Your Choice, and even that's kinda iffy.

Surveillance is also a good perk that sees mid level meta play at red ranks due to how important gen defense is and how you almost always need to run a regression perk on her anyway, be it ruin, pop, or oppression.
But yeah it would be completely dreadful especially for killers. Imagine trying to play trapper! Or demo!

Current perk system should not exist.
Perks should enhance an ability, not giving a new ability.

Surveillance is okay, but it was better with the bug. And if you have decent gen sense, you know which gen survivors are working on. Most Pigs really need perks to help in chase, since her power doesn't really help her.
Trapper wouldn't be too bad. Agitation is a pretty good perk, and Brutal Strength isn't bad either. All Demo's would be running Surge, and all Wraiths would be running Shadowborn. Meanwhile Huntress would always run Lullaby because her perks are also garbage.

I like the idea but I think it would result in a handful of survivors being played regularly and others not being played at all.

The Perk System should not change like that at all. Some Survivors and probably Killers would be played less.
E.g. why should anyone play Steve? Or Jeff? Those Characters have bad to mediocre Perks at best, so it would just mean that Survivors who have good teachables will be played a lot more.
When it comes to Killers, to an extend it will roughly be the same. Why should I play Wraith if one of the Perks has to be Shadowborn, Bloodhound or Predator? Why should anyone play Deathslinger with his 3 mediocre (at best) perks?

I really agree with that in fact.
To be clear, I didn't say they will have to use their 3 perks, but one their slot will be limited by only a choice of their 3 perks.
A lot of you said that we not gonna see some killers and survivor, but it is already the case. I'm red rank, and the ones I see reguarly are Nurse, Spirit, Doctor, Executionner, Cannibal, Huntress and Nightmare, it's almost every time one them, but I can't speak for the other ranks. It's been few mounth since last time I have seen Pig, Demogorgon and Twins (not kidding, really 2 or 3 mounth). I can't remember last time I have seen a Quentin and a Jeff.
It seems the idea is not really liked. Too bad, we always end up with the sames perks on both sides. Even if the game came after, Resident Evil Resistance has great ideas (each player as a different character, they can do all general things but each character his specialised in something).
