When there isn't anything "happening" no event/chapter release i would maybe make it you can choose the music you wanna hear. Let's say there is the lunar event, can't change perma lunar music, the moment the event ends you can choose every menu music you want (something like StarCraft 2 where you can choose main menu background but when there's something happening you can't change the background)
