My mouse moves like a joystick, how to fix?

I've been having these issues ever since the new animations for surv were added, on killer my mouse feels like a joystick, there's a capped mouse movement speed and if I go over it my game lagspikes, leading to me either moving my mouse at a snail's pace and cutting tiles like a semi-truck or losing the survivor in the lagspike. I've tried screwing with the mouse sensitivity over and over again, from 10%-100% and it's still unbearably slow, same thing with the quality, it still happens even on low. I used to be able to play this game on ultra before the patch, does anybody else experience this?
