Why ONLY people from some specific countries can participate in the "Design a cosmetic contest"?!
It's so sad to the people that want to be a part of it but can't participate in it because they're living in wrong neighborhood not in these countries like:

Funny that the list of it from 2019 and 2020 same but in 2021 it was changed for some reasons....
I haven't a law education or haven't some knowledges about it but... Why? Really, why it's happening?
We already have EULA in that you can find:
F. Governing Law.
The laws of Quebec, excluding its conflicts-of-law rules, govern this EULA and any other BHVR Terms; and (ii) you expressly agree that exclusive jurisdiction for any claim or dispute with BHVR or relating in any way to this EULA, any other BHVR Terms, or your use of any BHVR Services resides in the Courts of the Province of Quebec, and you further agree and expressly consent to the exercise of personal jurisdiction in the courts of the Province of Quebec in connection with any such dispute including any claim involving BHVR or its affiliates, employees, contractors, officers, directors, vendors and content providers. The application of the United Nations Convention on Contracts for the International Sale of Goods is expressly excluded.
Those who choose to access the Game or any other BHVR Service from locations outside of Canada do so on their own initiative and are responsible for compliance with local laws if and to the extent local laws are applicable. Should a court of competent jurisdiction determine that other laws apply, this EULA shall be enforced to the fullest extent permitted by the laws of the applicable jurisdiction and be interpreted to give maximum effect to the terms and conditions hereof.
About 9 previous countries that people from it can not participate in such contest like this... I can understand it but at the same don't like it.

It relates to the law other countries have. Each country has different kind of laws, specifically around gambling laws. https://deadbydaylight.com/en/contest-rules < This is the link to the general contets-rules at all times. It is possible that depending on which kind of contest it is, it requires changes and adjustments in which countries can participate.
It has been checked and the decision in regards of legal reasons.

But the fact that a lot of ppl can't participate is... disappointing...
Dead by Daylight have a huge community around the world and making such contest like this is... complicated IMO

Oh well.
There's nothing stopping you from making your own art anyway and sharing it with the community in spirit of the competition.
Even if you could submit it, it's highly unlikely yours would be chosen to win, so it doesn't really matter anyway.
Make your designs as you see fit.

But why was it changed from "The Contest is void where prohibited or restricted by law." in previous years to a list of specific countries that are allowed?
I don't think you can stop people from countries other than the ones that are listed from sending participating, and my guess is that there would only be a legal problem if you pick someone from a county that's not allowed to participate due to local laws as the winners. Which means in the end the countries of the winners need to be verified. But the problem of verification exists with both versions of the rules, the old and the new one, but this new version excludes a lot more countries.

My guess is that since Behaviour is based in Quebec, they wouldn't want to pick anyone there to remove any doubts of bias.

They probably just felt the need to clarify after getting too many submissions they couldn't take in previous contests
