Leatherface bugged?

So I played bubba last night, after not playing him in months and i noticed he doesn't get any or hardly noticeable speed increase when consuming charges?

I was even using; "Award winning chili" and "the mark of the beast" add-ons as well.

Did they changed his power in these last few patches or is it bugged like legion was and yet to be addressed?

It was torture playing him last night. which is sad, because he was my first killer I mained and I defiantly notice something was off about him.
