Is it normal to get the penalty if the game crashes?

I mean... this penalty is for people who DC on purpose and not those whose game crashed. I can understand that Internet issues are included into this so it won't be abused, but if I remember correctly, it was said that the game would notice if it crashed or if you DCed otherwise.
It happened to just now that the game crashed (I could even sent the crash report!) and I still got the timeout.
Is it normal or maybe a bug?

There is no way for them to tell if you intentionally DC'd or not so that's what happens even if the game crashes.

Even if they get the report? How difficult is it to implement that if you sent in the report you won't get the penalty?
