Michael Myers is evil incarnate, he was able to drive because he needed to use the car to get away from the mental institution he was at.
Basically for the same reason Michael can get back up after six point blank gunshot wounds from a revolver, or being stabbed in the face and heart.
The Shape is not a human; it's a force of evil using a human body. Trying to understand how it works is an exercise in futility, simply because it's not like us.
The Shape is supernatural.
That word doesn't mean what it often gets used for; it doesn't mean something that's weird, or magical, or that doesn't follow our known scientific laws.
Supernatural refers to something that is beyond the natural world that we can understand.
We cannot understand something supernatural because it defies what is possible for us and our world. It's the word that a 2D person might use to attempt to describe a 3D person. Anything that is supernatural is not just unexplained, it's unexplainable in terms that we can meaningfully understand.
All we can do is see the expression of something supernatural on our world.
In this case, Michael Myers being able to drive a car despite him having sat in an empty room doing nothing since he was 6.
He is able to drive because he's no longer Michael A. Myers, but The Shape.
If you want to be cynical you could say it's just for story convenience, but I think both the characters of Tommy and Dr. Loomis exist to make it very obvious the thing behind the killings isn't a homicidal human.
