Judgement of the Damned should apply Torment
Torment is not a strong effect and the trail really doesn't do a good job of applying it, at all, since survivors tend to run out in front of you, not follow behind you. And you're not allowed to draw it near hooks or objectives.

I use to think it would be a good idea but I realised it would be used for people just tunneling survivors off the hook to avoid ds. So I think it would be a little unfair due to that plus it avoids other unhooking perks so a decent pyramid head would just use that all the time and make certain perks void.

Yeah, but a decent Pyramid Head won't be able to land the Judgement consistently. That power is one of the hardest in the game to use, messing with your controls, being slow as all hell and having a very loud audio cue telling the survivor to dodge.

It's not to difficult to master so it would be to problematic allowing them to avoid numerous perks. This is likely why the devs made the decision to use the trails so survivors are able to avoid them and Pyramid head can use them to block areas during chase if they choose to.

If you applied Torment via the ranged attack, you would have effectively 0 reason to use the trails whatsoever.

Do you have any reason at the moment? Considering the trails can't go near objectives, don't last very long, are highly visible and can only be placed behind you, where survivors aren't likely to be.

The simple way to use trails, which is a different question from why you want to use them, is just to place them in loops as you move around the map. All you need are little bits within doorways, next to windows, near pallets, and around corners, and you stand a decent chance of Survivors being forced to trip them mid-chase. 75 seconds is enough time to chase a Survivor into a tile you've recently visited.
You can also place trails mid-chase, to force Survivors to choose between getting Torment or losing distance/abandoning the tile. This is a bigger time commitment but it allows you to essentially guarentee Torment, because a Survivor's only real way of avoiding it at that point is to throw themselves at you and give up the chase.
Alternatively, you can drag them through lengthy corridors or etc to force Survivors to either crouch agonisingly slowly to get around or simply run through them. This is specifically useful in constricted tiles where Survivors can't go other routes.
It's not guarenteed, because Torment is supposed to be a bonus, not what PH relies on, but good PH players can consistently get Torment on I'd estimate around 1/2 or slightly less of their total downs.

Every single decent PH can hit PotD, this would essentially just give any player who can sort of play him full reign to tunnel seeing as cages don't activate DS or BT.

Put trails in loops, ideally mid chase. That's what it's there for
Say a survivor is running you around a generic junk loop, you put some trail at the pallet. Survivor has to now either run away and risk getting hit or keep looping and be tormented (Which isn't even safe either because PH can bait pallet drops and punish them with his ranged attack)

Imagine sending someone to a cage, camping it and then hitting two people (downing one) and doing it two more times).

It does, but it disables survivor perks like BT or DS. This means that once you go in there unless someone saves you in time there is no way you are getting out. Even if the P head doesn't camp like this, it still means he has a great opportunity to never use actual sacrificial hooks. He would be able to spam them out which is not the best strategy btw, but if the POTD attack inflicts torment then it won't matter.
If he does use hooks though he can still camp and hit both survivors while inflicting torment on them as well.
It would be very unfun to go against.
