Devout emblem seems to be broken

I am trying to do the tome challenge for getting iri devout emblems and I can't seem to get the last one no matter how much I win. I have had several games where I have got 4k without camping at all. so no reductions for hook proximity.
The emblem description says 9 hooks are required for iri. However in a lot of the games I have been getting 10 or 11 hooks and 4k but still getting gold. Surely that is not correct
