Mechanically, his ability is a point of power for the character, but the fact you can’t choose when to use it for its full effect is beyond stupid.
His ability should be like Oni in that you activate it when you need it; the bar shouldn’t tick down upon reaching max charge. If you don’t need it in that moment, you basically wasted your ult and if you activate it a little later its duration is too short.
Such a simple QoL change would make him a much better killer. It would give him more snowball potential. He wouldn’t be S-tier or anything but at least he’d be playable.
