Why did BHVR say they don't expect Xbox/Playstation cross progression?
I just read that cross progression won't allow for Xbox and playstation, which seems a bit odd to me. Is there any particular reason, financial or technical, that they ruled out this possibility?

They need permission from Microsoft and Sony. They can't just add it without their approval.

Basically, if you buy something on the Xbox store, some money goes to Xbox, same with the play station.
So say you buy all your DLC on Xbox, then transfer all your progress to Playstation. Playstation will feel ripped out of the money they could have earned if you were only able to have your progression be on Playstation, so if you want the DLC on PlayStation you have to buy it on PlayStation.
That's why they don't have cross progression on there, basically money.

That's an issue that's on Microsoft and Sony, BHVR has no control over cross-progression unless they get the go-ahead from the compaines.

Then how come it happened on plenty of other games? Surely theres something more to this that creates problems specifically with DBD

We can pretty much only speculate, nothing has been confirmed.
but since Steam, Stadia and Switch allow cross progression it’s pretty safe to assume the problems come from Sony and Microsoft directly.. and there shouldn’t be a technical reason, as that would just be reason to not confirm a date but they could still say they are working on it..

No way. Console players outnumber PC and has for almost a year, and more cosmetics are bought by consolers as well. They'd be borderline suicidal if they ditched console.
Imo it would be much fairer to say they don't know exactly how to deal with the consoles effectively.

Is there a source for these claims? (I guess number of players can be easily seen on the platforms but the cosmetic purchases?)

Other games have bigger advertising budgets and can draw more people in. Fortnite is the only relevant example I can think of.

I'm more surprised Xbox & PC don't have cross-progression, since Microsoft has been pushing to mix the two platforms with things like Game Pass.

How do you explain the Power Rangers fighting game with a smaller budget than the price of a large combo meal at McDonald's having cross-progression, though?

Simple, I can't. Conversations about this stuff tends to be very hidden from public view until they successfully agree with the target platform. sony has stated in the past its a case by case basis, take that as you will. But my statement you quoted was a little rushed not reflecting on the points which really matter more which is mybad.

The cosmetics were mentioned in a tweet, and I believe both PlayStations together had just about caught Steam in numbers, with Xbox and Switch etc. much smaller. I'll look around for links when i get a chance.
Either way console is a sizable chunk of their business I doubt they wish to lose.
