Random Bloodwebs Not Being Very Random

I'm using PC and I have an issue with the bloodweb where I'll get level 1 of a perk, then the next level get level 2 of the same perk. It just keeps repeating that pattern until I'm in the level 30s or so. This has been happening since before the All Kill chapter, I think I first noticed it during the Lunar New Year event, it only seems to happen on survivor, and it doesn't matter which survivor I'm leveling.
