Stake Out should add 1% progression when out of tokens

Right now, Stake Out only gives the bonus progression when you hit a great skill check with at least 1 token or you use a token to get an automatic great skill check. So, at 0 tokens, it's completely useless. It doesn't really make sense to lock the bonus progression behind the token, especially since the buff that added this effect was supposed to be another "we remove this feature and just slap it onto this obscure perk" thing. Just make the perk consistent please so I can get decent use out of it against stealth killers.

    would be nice but that wouldnt really fit the perk. all stake out needs is to make it so you can also gain tokens by hearing the huntress' lullaby
