What they need to change is the speed reduction while uncloaking.
They made QoL changes, so he would be great at tracking. But the speed reduction while uncloaking turns cloaking mid chase into a auto loss.Right now, the Wraith is forced to stay visible until the survivor is hooked. He can´t break chases like the devs evisioned him.

Literally every feedback wanted the Wraith to be more powerful in CHASES. Make his cloak so that it is useful to recloak and uncloak during chases.

Wraith needs a complete rework. A killer who can only cloak and nothing else is worthless. You could just play Pig for pretty much the same effect, not that she doesn't get hard-countered by sprint burst just as badly if not worse.
Wraith is a relic of what this game was back in the summer of 2016, when a killer's gimmick could be that he cloaks and finds people easier and that's it. He's old and tired in 2018, hell, he was old and tired by the end of 2016. You could buff him, but he'll always be low tier and uninteresting as long as his design philosophy is that he cloaks and uncloaks with nothing else. Not at all like Freddy, who could actually be mid-tier with just a few changes, but would still be cancer to play against.

Wraith is absolutely better than Freddy. Wraith has a nearly worthless power with no downsides. Freddy has a nearly worthless power with tons of downsides. Wraith can completely ignore his power, Freddy cannot. Wraith can camp and defend objectives, Freddy cannot. If Wraith is naked, then Freddy has been flayed.

Ambush killers are weak because they're envisioned around sneaking up to get the first hit in for free, and then chasing, worse than most killers, but the target is already wounded so the chase is shorter. This playstyle is completely invalidated by Sprint Burst, which guarantees that you will be able to always find a safe pallet to loop around. Try running something like Lithe or Dead Hard instead of Sprint Burst and you'll be surprised at how much you suddenly fear Myers and Pig. Sprint Burst is a broken perk, arguably more overpowered than Decisive Strike.

To make him a viable ambush killer, he should be able to hit while being cloaked. This would uncloak him and everything else applies. But that would be an ambush killer.

I'd make it so that he can only hit them while cloaked if they are in a certain health state. Probably the healthy state. Then he has to uncloak to hit them again while they are injured.

Right now with everybody running SB anyway, Wraith has a hard time getting ambush hits.
No matter how they shortened the time to hear and react to the bingbong, it is still enough to just hit sprint and boost away.1 -
