Is For the People/Second wind bugged?

Just wondering if there is a bug here, or its by design - when healing someone with For the People, by definition this heals one health state, should this not charge Second Wind (which requires one health state to be charged for it to activate?)

Does not appear to be working when I try it in game, only charges a fraction of Second Wind.

    I think it's because you've got to spend time healing a full health state and for the people just does it in a second so that's all you get if you use second wind as well.

    Unfortunately I think that due to an oversight in coding, For the People doesn't count as a healing action. There have been complaints on here about For the People not counting towards healing challenges either.

    It's because For the People does not count as healing by design.
