Is this build evil?

Starstruck, BBQ, Iron Maiden, and Distressing
That on Doctor with double Calm addons on an indoor map?
Is there any counter play?
Would this be considered a "Toxic Build"?

I'd change iron maiden for agitation. Even bigger terror radius and you move faster.

Uhh, it doesn't really seem deadly to me. The only good perk there is Starstruck. Don't expect to catch survivors with Distressing. Also BBQ isn't really necessary on Doc unless you want bloodpoints.
I'd replace the other 3 with Agitation, Ruin, and either Undying or Pop or just any perk of your choice. Doc can force people off gens and totems with Static Blast, making Ruin pretty good on him.

Toxic would be the wrong word. Sounds to me like a devastatingly clever build which takes out both those hiding from the shock and those caught out in it.

It was evil when you picked Doc. It was toxic when you picked BBQ with Iron Maiden.

BBQ is only really useful on the build you'r suggesting on huge maps and Iron Maiden is kind of bad on him too if you're going to check lockers just do it normally normally they run out of the locker when you open a locker close to them anyway so you can start a chase and end it quick maybe instead of BBQ and Iron Maiden you could play corrupt to bring them closer to you and If you really want a tracking perk maybe discordance or even whispers or surveillance if you want. But the rest is ok if you're going for a tr build. Y'know what overwhelming presence could be good on this too if its a tr build.

Well actually you could keep BBQ I suppose it could work after you static blast but normally its back after chase so just be careful if you do run it.
