Does the bloodweb prioritize tiering up perks you already have?

So... I'm trying to get self-care on Yun-Jin (don't judge). I've spent millions of bloodpoints with no luck. What I'm noticing is that the bloodweb seems to prioritize giving me tier 2 and tier 3 of perks I already have instead of introducing tier 1 of perks I don't have. Is that a real thing or am I just super unlucky?

It kinda depends on your prestige aswell. The higher your prestige, the more likely you are to get higher tier perks over lower tier ones. So if you prestiged, totally normal.
As a side note: I'll suggest prestiging your characters before dumping in bloodpoints to unlock all perks. It's generally cheaper that way and you get significantly better bloodwebs.
