No increased chance for Coldwind Farms?

Maybe I missed something, but of the six matches I've done so far, only two were in Coldwind and that's because I brought the offering for it. Could just be RNG, but did they not increase the chance to go to Coldwind despite the visual overhaul?

Every time they do this where they increase the chance, it never feels like they actually did. At least in my opinion. It always feels like I go to them the same amount.
