Make Custom Games Function Like A Private Game

So, atm Custom Games can only be played with a minimum of 1 killer and 1 survivor. I say make it so people can load into a custom game on their own. This would allow them to learn the layout of maps, practice as a particular killer character outside of a aranked environment and practice as survivor with proper in-game tiles, learn totem, generator and chest spawns too etc.
This would be very healthy for the game!

Add all killers and survivors unlocked too, if someone wants to buy someone they should at least know what they're getting into
