What tier is Blood Echo?

Yeah first one for perks. I personally think it is in B tier low end still really enjoy it though. It has awesome synergy with Legion and Plague. They loose their exhaustion that could make or break especially Dead Hard possibly causing them to heal or cleanse. If paired with Sloppy on snowball M1s like Hag(part of my build) or Nurse it can become quite brutal. However if good med-kits or healing perks are in play it can be made useless. As well if you're now where near the survivor echoed then what's the difference they'll have their exhaustion back. Can be underwhelming on sluggers. And what if there's no exhaustion perks on that survivor? But what do you think?

    Good survivors don't need exhaustion perks, so it kind of doesn't do much. But, it still does something, so it's not completely useless.
