What is stopping us from starting a custom match alone ?

Now there are games with bots in "getting started" section. Why can't I add bots to my custom game or start it completely alone just to adore/practise maps/killers , test perks etc or do whatever I want ?
@DeathByGiggles Could you please share any insight on this ?

Wonder if bots will be adjustable? Would be good for everyone if we could practice against high level efficiency. Rank 20 bots won't help anyone
