Every Skill Check for Second time on the hook Fails

I have tried everything. Every time I skill check on the second hook for survival (Red bar below 50%) It fails. It ends up picking the spot after the skill check success line. Also I'm good at hitting skill checks, so its definitely not me. game is harder to play with one less chance. I play on Ps4 Pro. This bug occurs 100% every time.

It looks like that I can't even trigger the skill check with L1. Absolutely Broken.
