Victor is not preventing survivors from escaping

Just as the title says, i just played a match where i jumped on a injured survivor that was 2 meters away from the edge of the gate, she was thrown away and landed right on top of the edge and instantly left the match, but his attacks are supposed to prevent that from happening for some seconds, not only when he is latched.

Its only when he latche on them then you need to be close enough for a m1 in that scenario the survivor wont leave but otherwise they can leave

Not really, it only prevents escape when latched on.

As others mentioned; Victor needs to be latched onto a survivor (ie attacked in the healthy state), to prevent them leaving through the gate. They can, however, still escape through the hatch with Victor still attached to them.
