How fast would a killer have to be to not have a power?

To start this off, I'm definitely not saying this would be a good idea for a killer, just curious what people's opinions would be.
If there were to be a true m1 killer with no power, how fast would they have to be to be viable? Let's say around B tier.

I'd say maybe 130-135% speed.
