Why can't the DLC be launched along with the update?
I don't get why we have to wait another hour for it to separately come out

I thought the DLC came out at 11 and I was on my PC getting ready for it only to realize it doesn’t come out until another hour.

So you would rather the update be delayed by an hour? The DLC itself has a fixed release time. That's how licensing contracts usually work, at least.

Nope that's not how it works, either two parties agree on the release date or one of them proposes it to the other. It just doesn't make sense why we can't have the dlc released with the update, people want to get these characters along with their dlc exclusive skins and you're not letting them.

So you do, in fact, wish that the update had been delayed an hour? Whatever for? Isn't it better to be ready for the dlc drop so you can instantly unlock it and start playing?
Edit: And yes, that is how contracts work, they usually state the specific release date and time.

Not 'delayed', but announce a date and time where both can be released at the same time. What are the cons to releasing the dlc along with the update? there are multiple players who can download the update in 5 minutes but can't use the new characters.

The pros of doing it this way is that it's like pre-loading a game. You then just need to download a decryption key (or, in this case, buy the DLC) to immediately gain access to the content and start playing. The pros of doing it like you said are... none.
So no, there are no cons to doing it like you're saying, technically speaking, but this way is better.

The con is that you then have to wait even longer for the content. What they've done here is push the update forward by an hour, which comes with nothing but benefits and no downsides whatsoever, because no matter how you look at it you're getting the content earlier.
It's the same as preloading a game before it's release.

You can purchase each character separately in the in-game DBD store for auric cells. I presume they wait to release it on the steam store since (I presume again) they get more of the profits via in-game purchases.
It's annoying though. I'm waiting for it to be released in the steam store since I'm pretty sure it'll be cheaper overall.

If the initial post the devs made about the update was that it would be released on X time along with the dlc, no one would complain about getting the content later.

yeah this is the only sensible answer, they want the players who can't wait to purchase all 3 with auric cells, and then pay the full price for the dlc to get the skins

There's no advantage or disadvantage to the devs for releasing dlcs along with updates , sure they may get money faster but that's not really a pro. This has always been their formula, releasing dlcs an hour after the update instead of having everything together. I mean an hour doesn't mean as much now as i'm killing time replying to all these

I'm talking about the advantage/disadvantage to those who buy the DLC. If it comes out in 2 minutes, you can buy it and immediately play it. Doing it the way you're saying would imply downloading the update first, then having access to it.
Your way is just worse. There's no shame in admitting you were wrong.

The cause of this is also how steam manages uploads or not ? I mean the steam store page can be prepared in advance, if everything would immediately be online once they are done, they could release the dlc at the same time as the update.

They could, yes, but then you'd only have access after you've downloaded and installed the update.

what's wrong with having to download the update first? That's how alot of games work. If i can finish downloading in no time, why can't i get the dlc immediately?

Its is basically exactly the same way right now. Dont forget that the dlc is immediately online once the update drops, since you can play it fully as soon as the update is online. Its only steam that is behind, just buy everything with auric cells or shards and you can play it an hour early.

There's nothing wrong with it, I'm saying it's worse than the way the devs are doing it, which is just an objective fact if your goal is to buy and play it ASAP.
