It's because the RCPD map is temporary disabled due to report of game crashes after loading into the map in a trial. It says so in the news update.

That's nice that the RPD is basically worth 300,000 bloodpoints.
The Jill head piece people are forced to buy as part of a set (wasn't a set to start today) even though it looks THE EXACT SAME. Wonder how much it's worth in bloodpoints?
