Dead by Daylight should no longer be affected by an outage. Players logging into the game between September 26 3PM ET and September 28th 3PM ET will receive 1M Bloodpoints as compensation.

I don't think it's the RCPD map itself doing the crashing for the game, I think it might be something wrong with Nemesis. I was just playing a match against him, one survivor disconnected and after 5 seconds or so I was just booted off the game. Game completely crashed itself and it gave me this screen:
