Nemesis Tentacle prioritizing hooked survivors

• Description of the issue
When attempting to hit a Survivor near another who is on a hook with the tentacle, and the tentacle connects with both Survivors, it will prioritize the one who is on the hook/being unhooked as opposed to the one who isn't.
