I feel cheated with the new Resident Evil DLC
We got a new DLC but not all of the DLC. When will we get the Raccoon City Map and why can't we pick maps instead of get them at random or by using offerings?

The Raccoon City PD is disabled because it literally crashes people out of the game. It will be back when they fix the issue.

Honestly, this entire chapter should have been postponed considering the multiple issues with it. They haven’t given us an estimated time of when it will be fix unfortunately.

The DLC doesn't include the map, so you didn't get cheated out of anything.
The very obvious and glaring reason that you can't pick the map, is because some killers or survivors work FAR better in some maps than others. Offerings are at least limited, one use items that don't even actually guarantee the specific map.

That's not what false advertising is, I suggest you learn what it means. The map is in game, it was playable and played by people but is currently blocked pending further fixes. There's plenty of things to stomp on the devs for, it was however not false advertising.

The maps are actually free, you can still play on the map if you have not bought the dlc when it's re-enabled. You are just paying for nemesis, Jill and Leon.

I don’t think it’s a good idea for everyone to choose maps because survivors would just pick Haddonfield and killers would just pick Azarov‘s Resting Place every time.

I've got bad news for you if you bought the DLC just for the map: the map is actually free. You don't need to spend a dime to get it.
The DLC is the characters and their perks. Which you now have! Congrats! They're pretty fun!
I don't know if you're newer to the game (which is fine if you are! Welcome!) but virtually every new chapter launches with bugs like this. It's always been there, but the pandemic has exacerbated the problem somewhat. They'll fix it when they can.
The reason you can't pick maps without an offering is that it would be unfair to your opponent/s. Certain maps are better for survivor and certain maps are better for killer.
You CAN pick maps if you play a private game though, so if you and your friends just want to play on RCPD (once it's released) you can do that. You won't get BP for it though.

The update includes the map, not the dlc. Same as it is and was for every single chapter update. Or have you actually been buying every single chapter and thinking you need it to play the map?

You do not need to purchase the DLC to play on the map, simply to unlock the characters. Therefore, the map and DLC, while both being from the same Chapter, are not the same. The Map was included and available to everyone in update 5.0.0 while the DLC, despite releasing with update 5.0.0, isn't available to everyone.
There are so many valid things the devs need to address that you can call them out for. This?

I actually prefer not playing in it than just getting kicked off the game because it crashes all the time. And if it was the case... people wouldn't complain about we cant play in it but would say "uhhhhh yur gayme crash, fix it. Behaviour sucks, bla bla "

Most likely during the next hotfix, as map code is client-sided and so needs a game update to fix. As does the rest of the awful optimisation of DBD.

In a public game? Because that would be an awful idea. Survivors can always get Haddonfield or Fractured Cowshed or The Game while being free to use 4 offerings, killers can always get Shelter Woods or any specific map beneficial to their specific killer while being able to use another offering too. The entire reason they're tied to offerings is because the cost of using them is that you cannot use another one.

Just assume it'll be available the next patch in 2-3 weeks like every time they mess up a map in a patch. Which is somehow about every time they make a change to a map because they apparently don't test them.

I loved the RPD. It was a really fun map that worked fine for the killer players despite how many killer mains on the forum complain about how big and mazelike it is. I've been waiting very excitedly for it too. But on day one the game had a bunch of glitches which the developers linked to the map (erroneously I think, or at least only partially correctly, because the game still has lots of new glitches even with the map turned off) and they said that they'd turn the map back on once they figure out and fix the problems. We'll get it back when we get it back. When it's ready. No one knows when that will be.
As for the DLC, there was no false advertising, they provided everything that was included in the package. Even IF the map weren't a free component that all players get regardless, it is not false advertising to temporarily pull an item that causes unexpected problems and then re-release it when those problems have been worked out. False advertising would be like telling you that by buying the Resident Evil DLC you get twenty new characters. That's obviously false. It's not the same thing.
You're obviously pissed off, and that's understandable to a point, but try to relax and be patient. There are others who are waiting for the map too and we all have to wait, just like you do.
