[Rant] DBD Balance Problem

PROLOGUE
Disclaimer
: This is a rant about the balance of DBD, I will sound passionate because I want the game to thrive. However, with that said, I will phrase my thoughts and ideas in a civilized manner.
The state of DBD is very unstable, and it's very exhausting to see happen. With every update, I feel like the game is becoming more unstable because the developers don't have a proper foundation for game balance.

Balance Foundation
When we as the community can't define a win condition, how can we know for sure what is acceptable and what's not? Some of us use emblems as a win condition, others use escaping or sacrifices — I have seen tournaments use BP for the win condition. I know some streamers who do their 50 win streaks have their own set of rules, win conditions are literally everywhere for the community.
In the past, I know the developers use kill statistics to see where a killer stands and who needs to be changed. However, you can still lose and win by the emblem standards, making sacrifices and escaping irrelevant if you do well enough in a match.
How can we balance a game when there's different grading systems? If we can't figure out how to grade something, we can't have a proper foundation for balancing the game. Meaning if we don't have a proper foundation, they can't make accurate balance decisions which will skew game balance in different directions. A prime example is UP / OP killers and UP / OP perks, the balancing is everywhere. I feel like we have more UP / OP perks and killers than actual balanced characters and perks. The developers are having a hard time getting things right and it's clearly showing due to the lack of foundation they have for balancing.
Survivor Parties
Upon what was mentioned in Balance Foundation, we can't figure out who to balance around when there's different groups of survivors: Solo Queue, Survive With Friends, and Sweat With Friends. Let's ignore Sweat With Friends since they are pretty rare to come across and would just complicated things.
The developers can't balance around both groups, it's just impossible accommodate the differences between both groups. Therefore, what happens is that they find a happy medium between both parties. However, we run into a situation where Solo Queue will be left behind while Survive With Friends is thriving because killers are supposedly balanced around the average amount sacrifices they obtain against any party. This is why you see complaints about things you normally don't find OP, being OP because they are playing solo queue — NOED is a prime example. Then you have the opposite side of the spectrum, Survive With Friends, which can easily clean up NOED. Therefore, how can we balance NOED to work equally for both sides? It's simple, you can't, not until the developers close the communication gap between the two parties. NOED is just one of many examples where it can't be balanced due to the fact it will always have a disproportionate effect between the two parties.
Plan of action
For the game state to become stable, the developers need to throw out a clear win condition, something the community can openly accept so that we can know exactly what needs to be changed and what doesn't need to be changed. Edge cases like old Mettle of Man was a dead give away, but not all balancing are as easy as old Mettle of Man. If we want to get as close to balancing the game, we need a clear defined win condition so that we can go in depth about what needs to change.
With having a proper win condition clearly defined, the developers need to bridge the communication gap between Solo Queue and Survive With Friends. Bridging the communication gap will make Solo Queue and Survive With Friends identical, not exact, in terms of communication and coordination, making it easy for the developers to balance around both groups. Whereas before they were trying to accommodate the differences between both parties which was proven to be messy and often caused more problems than it solved.
Personal Message to the Developers
I know every single one of you, regardless of your position at BHVR, only want only the best for the game because if you didn't care, you wouldn't be making attempts to balancing the game — thank you!
However, with that said, I and the community feel abandoned because there's barely any communication to the playerbase. Then when you keep making the same mistakes, it's honestly frustrating because you had the entire community warning you ahead of time. Even a comment letting us know you tried this or are working on something would go a long way, we want to help you be successful. However, we can't do anything if you're not transparent with your community. I understand there's a lot of pressure and you're only human, we don't expect our developers to be perfect, we just want reasoning and transparency. If you didn't listen to our feedback, tell us, we'll love to hear the team's thought process. Granted you might get some ugly people who will give you backlash [it's natural, you can't avoid it — just ignore them], I can certainly say the majority of the community would appreciate the transparency over everything else.
