Power Struggle Not Turning On Or Proccing (PC)

Was just in a game against Huntress. I had both Power Struggle and Unbreakable. I was not exhausted, not that it matters.
3 separate times at a pallet, I was well above 25% (98% twice, then 50% for last one) struggle progress. Power Struggle did not highlight, and did not let me drop the pallet no matter what button I pressed (E, Space, or M1).
This perk does not seem to be functioning at all.
I was on the map Shelter Woods, not that it should matter.
This all on the most recent RE patch (new killer, 2 new survivors).
