Tier 4 Nemesis
Tier 3 currently is very easy to get even without any add ons, assuming you're constantly map pressuring and hitting necessary m2s you can get tier 3 with 4 gens remaining. Then for the rest of the game there's nothing else to do, i think he needs more mutation tiers that either increase stats (cd reduction, fast pallet break) or a completely new power, the latter being unlikely considering how lazy devs are,
Tier 4 etc should be strong but much harder to get, i think his mutation rate add ons are busted af, especially the one that increase mutation when you hit survivors. The new tiers should noticeably benefit nemesis but should not as strong as say Oni's demon dash.
This way survivor cannot simply use vaccines as they risk him getting tier 4 faster, amount of vaccines should also be slightly increased.

I agree, at the expense of losing all his tier levels back to tier 1.
That would be so cool.
