PC - Perk "Flashbang" fails to reach third level in bloodweb

Playing Leon on PC for a while, levelling up my bloodweb and whatnot.
Notice that the "flashbang" perk's third level hasn't appeared and I just assumed I was unlucky.
Reach bloodweb level 35, and have the ability to unlock the teachable version of "flashbang" even though it's only level two.
Have never been able to reach "flashbang" level three since the DLC release.

Techeables are not related with your current perk tier, you can find the tier 3 after buy the techeable version.
also, Techables always appear at lvs 30 - 35 - 40
