Whenever another survivor is hooked, you gain 3 tokens. For every 15 seconds the Killer is within 16 meters of the hook, you gain 1 token. You consume all tokens after a great Skill Check on a generator. Each token consumed grants a 1% bonus progression for great Skill Checks when repairing generators.

Before whining about this being exploited because survivors can just loop the hook to force the killer to camp, think about it:

• Every 15 seconds the Fast Track survivor can shave off 1.6 seconds
• Even if all 4 survivors ran this perk, only two of them are using their stacks
• It takes two survivors to keep the killer camping

Now, if the killer camps and no one's there to force it, the survivors can shave off 4.8 seconds every 15 seconds (if all three other survivors have it equipped, which is unlikely since this perk will still be far worse than meta).

Trwth

I wouldn’t say it’s abuseable. Sure, Fast Track could stand for a slight buff but this doesn’t really help it much, as the Killer typically leaves the hook immediately.

If you wanna buff it, add an extra token or two so people can get more consistent value out of it.
