Level 3 Prestige Suggestion
I think to encourage people to Prestige requires a bit more than slightly increased Rare pulls, or bloody cosmetics. I would suggest that Survivors and Killers who have the 3rd Level of Prestige ALSO share access to a mutual pool of collected Items and Add-On(s). Thus, all three of my 3rd Level Prestige Survivors put their Items and Add-on(s) in a mutual pool from which any of them can take. Every time another one reaches the 3rd Level, they join the stockpile club. I think this would go a lot further as far as practical effect and encourage people to Prestige ALL their characters for one large Scrooge McDuck (one day) pool.

Why is it needed to encourage prestige? Prestige only if you need the bloody skin. If you don't need it then don't prestige.
Your suggestion makes the prestige the META, and will force everyone to do prestige, which increases the grind even more.
So I don't like your suggestion.

It would certainly give people an encouragement to do it, but it wouldn't REALLY be META. The grind exists because people sit there trying to unlock Perks for all their Survivor Skins and/or different Killers. The items and add-on(s) are nice but not really why people do it. My suggestion would mean more people playing a wider selection of Killers and/or reward those that spent the time in Prestige with eventual better access to certain things. It wouldn't increase the grind (nothing could do that at this point), but rather make having to do the grind have some kind of point.
Full disclosure, I don't Prestige. I don't see the point in it. I'm very transactional that way. I don't care about cosmetics, and certainly not bloody outfits when I already have better ones. To put it further in context, I'm a nightmare scenario in a way because since I don't see the need to go around doing Prestige, I don't really play a lot of different Skins or Killers. My Myers has so much of everything that I can't run out, literally. I can play Fragrant Tufts of Hair or Tombstone Pieces until the cows come home and I recoup them so fast (or just use one of the multitude of Black Hands I have) that I never run out, the number of them never even dips in any meaningful way.
In short, I have no encouragement or reason to do Prestige. I have every reason not to do it. The longer I play the bigger my Scrooge McDuck vault gets for my main Survivor Skin and my favorite Killer. And thus, it becomes a feedback loop and I have an ever diminishing reason to play anyone else. My view is they need a reason to encourage it, and I base that on the lessons I've learned. For me, playing Myers, it isn't that big a deal because he isn't an S Tier Killer. But what about the people who ONLY play Spirit? Do you see my point. Consider a Spirit that can always play with the best Add-on(s) with no downside.

HoneStly i think prestige should be able to go on all cosmetics (this is already possible from the g virus from nemisis)

Giving more encourgament for prestiging also isn't a bad idea. Because, if they only reward is the bloody skin, then something's wrong.
That worked in the past because there wasn't a shop nor a lot of cosmetics to choose from (there was the Suitcase dlc, hat dlc and the gore dlc and events. That's it).
Bloody cosmetics are outdated at this point for most characters (bloody cosmetic is still a nice addition to characters that don't have many skins tho, although they probably have linked sets so you can't even mix and match most of it)
