the killer spawned close to me after hooking a survivor immediately

I was repairing a generator when the killer hooked survivor
then the killer just appeared out of no where
I was playing the game for a long time I have never seen this before
don't know how to explain it.

the map was Azarov's Resting Place
I have these perks: Iron will, Borrowed time, Dead Hard, We're gonna live forever
the hooked survivor have: kindred
the killer was: Doctor

this looks like a connection issue rather than a bug, you can see in the top left of your screen there is an icon that indicates you are above 150ms, also your generator wasn't progressing when you started working on it
