Does blocking people prevent matching with them?

I've heard it doesn't but figured I'd ask anyway.

No as that would eventually cause infinite queues if it did as people would just block anyone who has beaten them.

It would also make match making so complicated that all queues even for it become infinite could take hours to find for example: a killer who meets the matching but isn't block by ANY of the survivors and who hasn't block any of said survivors themselves.

The blocking option is to block communications with that user, it has nothing to do with encountering them in game.

Lame, but I get it. I wouldn't mind longer queue times if it meant I could avoid unfair players.
