And not only that, now the Main Event is even more situational, they increase the time you can keep it without using it but it forces you to have HALF of your knives to use it (that is, you will have to recharge most of the time in a locker to use it, so forget about using it most of the time if you're on a chase and you've probably used up half your knives).
So to clear this one up: Main Event does not use your blades. You can have zero blades left and still be able to pull a full ME barrage out of thin air, so no, you don't have to recharge at a locker in order to use Main Event.

The decay timer is a non-issue. There's no situations where you'll need 10 seconda to hit a blade and every hit resets the timer.
It's a net buff and a big one considering that throw rate addons are a thing and stackable.

I don't like these changes at all.
- They increase his 1v1 strength, which was already decent, map/location dependant but not weak at all. Overall he will be less fun to play against.
- The changes don't address his 1v4 weakness, no map mobility, no slowdown. This will not make him more fun to play as.
In my opinion his power could stay unchanged. I also have no idea how to boost his map mobility in a way that fits his character, but they could give him a little bit of slowdown:
- Knives no longer decay over time. Survivors need to do a short action to remove a blade, difficult skill check, screams when failing. One action required per blade. Failing two in a row puts you in the injured state when the survivor was still at full health. Healthy survivors with blades stuck onto them leave small pools of blood. Survivors with blades are incapacitated, meaning they have to get rid of all blades before doing any action besides unhooking.
- Main event right now is just boring. Trickster is already throwing knives, now he is throwing more knives faster... zzzzzzzz. Why not give him something that's already in his story. He is recording the screams of his victims. Maybe let him collect stacks for his main event for every survivor he hooks (aka he is recording their scream). Then he can activate his main event once for each stack affecting all survivors in his terror radius (aka playing their screams). Maybe they scream revealing their location (like doctor) or get affected with various status effects. Lots of possibilities here.

They could have buffed him to make him more nuanced, as well as put game slowdown into his kit. They didn't. They decided to keep his TARGET LOCKED ON nature, but make it all happen faster. All this does is make his current methods a bit faster, but also more punishing if you can't keep it up. Furthermore, rather than make Main Event something that can be more reliable, it's now less reliable. It will show up less often due to needing more knives to charge it, and when it DOES show up, the less knives needed to down means it would probably be easier just to use his normal knives to secure a down rather than flip on a special ability.
This is a buff to his current playstyle, which people complained was boring and obvious. It's a nerf to the problems he has, which is the inability to change targets without penalty and make long term plays. He has NO capability to do these things without suffering some kind of statistical loss.
I will likely try him out to get a feel for his current gameplay, and I'm sure that he'll feel less punishing when taking Survivors down in an open area. However, none of the previous issues with him have been addressed at all. Laceration decay was and still is a mistake. It could be handled in a way that gives him long term snowball potential, slowdown, and interaction from the Survivors. It has none of that. It could have, it should have, but it doesn't, and the devs seem like they will never give it that. I don't get why they are afraid of making him fun for both sides and giving him more viability over a longer period of time, and instead choose to buff him for "quick downs right now" with no long term strategy possible.
