Rubberbanding as killer

I'm on Steam, and I cannot play a game right now without rubber banding causing me to lose chases. It's not my connection, as I've checked and checked. I have no packet loss, my ping is fine, my speeds are normal. I'm chalking this up to the game. It's the ONLY game I'm having issues like this with. BHVR, please fix your game.
