sabotage and healing disabled

I could not sabo hooks or heal survivors, killer was ghost face. I had just picked up the crown, so I had the sparkle; not sure if that is the problem because I healed a survivor moments before getting the crown. Sabo did not work at all for the whole game. I posted the killer perks in the second pic, which one of the add-ons or perks prevents healing and sabotaging or is it a new bug?
