Nemesis giving speed boosts when infecting a survivor, is it normal?

For a while Ive seen that Nemesis tentacle strike gives a speed boost to a survivor when they are not infected. I dont know if this is a bug or if its suppose to give them the speed boost, I just think its a bug cus he has an add-on that gives Hindered to survivors when they get infected but still they are getting speed boosts.

If its normal tell me, but if it isnt I think it shoudlve be fixed.
