How long does it take for the doctor to transition from treatment to punishment?

Title. I just faced a doctor who seemingly instantly swapped from treatment to punishment and hit me mid-scream from his lightning. I don't own him (and thus can't test it), and it isn't on the wiki page.

    I don't know the time but it's quite fast (about 1 second I think) so hitting someone while they scream is very possible, especially if you consider the shock has travel time.

    I was in the match with him and what he was doing was charging up treatment mode and hitting you with punishment at the exact same time. There was absolutely no transition time and when i questioned him on it post game he said he was switching during charge up to punishment.

    The only way to do that is with a macro or program similar to the one that got people banned for flashlight clicking if i remember right. He was literally charging and smacking a the exact same time as the shock therapy charge went off.

    I've got video of him but not during that time frame and he also somehow was managing to hit people way out of range similar to a lag switch attack.

    Could also be a bug where one interaction doesn't stop the other, and he was exploiting it.
