I've noticed this happen on both survivor and killer.

This is with both killer and survivor on Tier 3 and Level 50.

Normally there should be a choice of 4 perks if you have enough skills to unlock.

For some reason if you have all perks unlocked, but with some perks at Tier 1; it regresses so that you only have 3 choices of perks to choose from. This is for the remainder of the bloodweb.

Hopefully this isn't intentional.

    I've had same issue for awhile. Any that I only have tier 3 left to unlock I only get 3 perks to unlock instead of 4. Have had couple bloodwebs only give me 2 perks when I have more than 2 left to get to tier 3.
