Survivors that miss a skill check for healing, should they suffer hemorrhage effect? Thoughts?

In most cases the healing action is done in the same spot, i think it will be unnecessary but cool detail.

Do not make perks that rely on failing skill checks, especially for such a minor effect like Hemorrhage. It's very unreliable on higher ranks

This. Perks relying on the other side f-ing up are bad. What next, make a Hex: Healing perk that works like old ruin where you get no healing progress if you don't hit greats?
