Perk (deliverance) missing from bloodweb and perk inventory

A while back I unlocked deliverance from the shrine of secrets, but one day it disappeared from my perk list on Feng Min. I just now finished getting all of my unlocked teachable perks on Dwight, but there is no deliverance. It still says I have deliverance unlocked under Adam's screen, so this must be a bug.
