I've been wondering and looking it up, getting only mixed answers, since it works supposedly on survivors inside your terror radius, yet oblivious is a weird interaction regarding that since they might be inside your terror radius but not be considered to be inside it, regarding old BT.

Does Legion killer instinct work on oblivious survivors?

    No, albeit it probably should if it was worded/coded properly.

    Right now killer instinct doesn't proc on targets under Oblivious.

    I'd assume so, as unless I'm mistaken, legions killer instinct relates to survivors inside your terror radius, even if they dont hear it. Would be interesting to test however.
