PC - Doctor Shock Therapy not working

Loaded into game playing Doctor on the Wretched Shop using this loadout.
As the camera pan happens, someone disconnected (not sure if manual exit or not). Led off with Static Blast and began a chase but noticed no shock came out on my screen and tried all game to get the shock to show or affect survivor to no avail. Tried many things to get it to maybe become unglitched but nothing worked. Was only one game that this happened in because I didn't want to play a whole game without a real power.
